European Partnerships supported in the Framework Programmes

The system of European Partnerships to bring together research and innovation stakeholders – research funding and research performing institutions and policymakers. During Horizon 2020 they were called Joint Programming Initiatives (JPI), European Innovation Partnerships (EIP) etc. – the approach to partnerships changes in the Horizon Europe programme (2021-2027), but the principle that these partnerships work at the interface between science and politics and also have international connections and outreach activities that can be viewed from a science diplomacy lense, stays.

Joint programming in general includes different strategic instruments on which member states agree in a structured and strategic process to address major societal challenges. Related activities include so-called ERA-NET Actions as well as Joint Programming Initiatives and other partnerships. Examples working on global challenges include FACCE-JPI (working on Agriculture, food security and climate change), JPI Climate, JPI Water, JPI AMR, etc.

European Innovation Partnerships also aim to speed up innovations that contribute to solving societal challenges, enhance Europe’s competitiveness and contribute to job creation and economic growth. EIPs help to pool expertise and resources by bringing together public and private actors at EU, national and regional level, combining supply- and demand-side measures. For example, the European Innovation Partnerships on Water – EIP Water in short – is an initiative within the EU 2020 Innovation Union. The EIP Water aims to speed up innovations that contribute to solving societal challenges, enhance Europe’s competitiveness and contribute to job creation and economic growth. EIPs help to pool expertise and resources by bringing together public and private actors at EU, national and regional level, combining supply- and demand-side measures. The EIP Water facilitates the development of innovative solutions to address major European and global water challenges. At the same time, the EIP Water supports the creation of market opportunities for these innovations, both inside and outside of Europe.

Examples:

The European & Developing Countries Clinical Trials Partnership (EDCTP) is a public-public partnership between countries in Europe and Sub-Saharan Africa and the European Union. The EDCTP programme is supported by the European Union’s Framework Programmes for Research and Innovation. EDCTP aims to support collaborative research that accelerates the clinical development of new or improved interventions to prevent or treat HIV/AIDS, tuberculosis, malaria and neglected infectious diseases in sub-Saharan Africa. It is one of the examples of cooperation with key partner countries and regions addressing global challenges.

Innovative Medicines Initiative (IMI) is an EU public-private partnership funding health research and innovation. The Innovative Medicines Initiative (IMI), works to improve health by speeding up the development of, and patient access to, innovative medicines, particularly in areas where there is an unmet medical or social need. They do this by facilitating collaboration between the key players involved in health research, including universities, research centres, the pharmaceutical and other industries, small and medium-sized enterprises (SMEs), patient organisations, and medicines regulators. IMI is the world’s biggest public-private partnership (PPP) in the life sciences. It is a partnership between the European Union (represented by the European Commission) and the European pharmaceutical industry (represented by EFPIA, the European Federation of Pharmaceutical Industries and Associations).
